Like I said, I don't really have solutions, though if it were up to me (not knowing what the downside is), I'd probably say trainers nominate a horse if they think they're worthy for HOTW honors by a certain day of the week and then we vote.
That's part of the problem, trainers will only nominate there horses and in turn only vote for there horses. Plus if what if 8 people had nominations for a week, it's hard to have a vote mean anything when we only have 8 voters and everyone votes for there own horse or one horse gets 2 votes. Does that make sense?

Plus, i'm not sure how many people visit the site more then once a week, so requiring them to show up twice a week (nominate then vote), while in reality doesn't sound like much, it could turn them even further off.

Thus if we have a "formula" in place we know no bias is given and everyone only would need to vote that one time they come to the site.

Not sure there is any perfect scenario here...

Will....Your points are well taken (particularly about the # of logins). So, then the question is what is fairly easy to manage? Maybe it's stakes winners, and any allowance winners with 2 or more straight wins at that level....or maybe it's a speed figure. Anyway, I'll be participating (and voting for other peoples horses ;) ) regardless of how you set it up.
